LGC NCOE Panama COC Requests *UPDATED APPLICATION*

The LGC NCOE (Liquefied Gas Carrier National Center of Expertise) continues its proactive efforts as USCG deployable assets to conduct Gas COC examinations outside of U.S. waters to reduce the likelihood of foreign-flagged liquefied gas carriers arriving in U.S. ports without a valid COC.

APPLICATIONS

All requests shall be submitted 30 days prior to the requested inspection date including the attached application and invoicing information below. This 30-day period is critical to planning and preparation. 

***Urgent short-notice request will be reviewed on a case-by-case basis, requests less than two weeks from the date of inspection will not be considered. ***

If there is an application window please put the earliest date first, The LGC NCOE would rather move the inspection than deny a short-notice request.  You will not be penalized for cancelling an inspection, unless the USCG has already started travel.  Please do not abuse this privilege or it will be revoked.

Scheduling multiple exams is cheaper, as you will cost share the USCG travel, per diem, and hotel expenses with the other vessel(s).

Not all applications will be approved.

TRANSPORTATION REQUIREMENTS:

A dockside examination is always preferred for the safety of the USCG personnel.

However, for inspections at anchor the applicant shall arrange for the following:

–           Arrange and pay for transport of the USCG personnel to and from their hotel to the vessel.

–           Provide local contact information to the USCG.

–           USCG personnel are not authorized to conduct the COC examination or travel outside of  

             daylight hours. ***This includes the launch to and from the vessel***

–           The launch between the dock and the vessel shall be direct and with no more than a one-hour   

             transit. 

–           USCG personnel shall not attempt to embark or disembark in unsafe sea conditions or adverse

             weather.

USCG INVOICING

Include a completed application for inspection AND the information below with each request. 

–           Company name.

–           Tax identification number (if applicable).

–           Billing address.

–           Billing POC.

–           Email address where invoices should be sent to.

–           Vessel(s) name and IMO number(s).

If the USCG’s LGC NCOE approves the application, we will contact the applicant for additional information. 

DO NOT PAY any fees until instructed to do so by the USCG.  If you pay fees prior to being instructed to do so and the inspection is not approved, it may take several months to process a refund.
