Implementation of ACP Risk-Based Vessel Inspection Model

The Panama Canal Authority (ACP), through Advisory to Shipping No. A-25-2025, has announced the implementation of a newRisk-Based Vessel Inspection Model, effective October 1, 2025. This initiative, aligned with the IMO Facilitation Convention (FAL-65) of which Panama is a signatory,

this initiative reaffirms the ACP’s commitment to safety, efficiency, transparency, and sustainable practices..

Under this framework, certain responsibilities previously managed directly by the ACP will now be transferred to the local shipping agent. In particular, the agency will be responsible for ensuring that all vessel information remains current and that required documentation is properly maintained and submitted in the VUMPA system, including but not limited to:

  • Naval inspection checklists
  • Mooring schematics
  • Stowage plans
  • Ship’s certificates
  • Vessel drawings and plans
  • Cargo declaration
  • Blind distance
  • Container summary (if applicable)
  • ISPS information
  • Other documentation required for the clearance and/or assignment of restrictions of the vessel

These new requirements represent an expansion of the agent’s role, demanding additional oversight, administration, and coordination to guarantee full compliance with the ACP’s standards. With the introduction of the new ACP model, Norton Lilly International will assume these responsibilities for the vessels represented, ensuring compliance and contributing to efficient Canal operations.

As part of this process, we will be evaluating the additional workload generated by these new responsibilities and will reach out individually, where appropriate, to ensure that the VUMPA charge remains aligned with the scope of services required under this model.
