New Toll Proposal for Passenger Vessels – September 1st, 2021

Panama Canal Authority

ADV36-2021 New Toll Proposal for Passenger Vessels

The Board of Directors of the Panama Canal Authority (ACP) has approved a proposal to modify the tolls structure of passenger vessels and the regulation for the admeasurement of vessels at the Panama Canal, which will be effective on February 1, 2022.

The last modifications made to the toll structure for passenger vessels were implemented on April 1, 2016.

The proposal eliminates maximum berth capacity as the unit of measurement and establishes for all passenger vessels, the toll calculation based on PC / UMS tonnage capacity (Panama Canal / Universal Measurement System). At this time, no adjustments will be made to PC / UMS rates effective since 2016, considering that the passenger ship industry will begin a period of recovery from the adverse effects of the COVID-19 pandemic.

Interested parties are invited to participate in the consultation period and public hearing of this tolls process.

During the consultation period, parties may present data, opinions, and statements in writing, in English or Spanish. Parties may also participate in the public hearing, directly or through their duly accredited representatives, provided that they have announced in writing, during the consultation period, their intent to participate in the hearing as speakers.

All information shall be submitted by email to customerelations@pancanal.com, in English or Spanish. In accordance with established rules, the ACP will consider all correspondence received during this consultation period, which will extend until 4:15 p.m. (local time), October 1, 2021.

Comments and opinions presented by certified speakers during the public hearing, scheduled for October 5, 2021 at 9:00 a.m. (local time), will also be considered.

This hearing will be held virtually, due to COVID-19 restrictions.

What condition will be in effect during the Scheduled Lane Outage at Pedro Miguel Locks?

During the scheduled maintenance from May 9th to May 16th, 2023, the West Lane of Pedro Miguel Locks will be temporarily closed. As a result, Condition 2 will be in effect, as per OP NOTICE TO SHIPPING No. N-7-2023. Applications for reserved transit slots during this period will be accepted starting from May 6th, 2023. Please note that the Just-In-Time (JIT) transit slots for supers will be limited to one per direction, while regular vessels will maintain their one per direction allocation. The daily auction slot for supers will be reduced to one, and the daily auction slot for regulars will be suspended. Neopanamax vessels will not be affected by these changes. Due to the reduced canal capacity, demand for transit slots will likely exceed availability. Please plan accordingly as no supers slots will be offered when the 3rd period opens.

Panama Canal finds necessary to update maximum draft in the Neopanamax Locks

Despite the ACP’s continuous efforts to minimize draft restrictions by implementing water-saving measures in the transit operation, the level of Gatun Lake has been falling faster than originally predicted. The precipitation in the Canal watershed for the first 11 days of April is approximately 70% below the historical average, and the water supplied by the rivers to the Canal’s watershed is 80% below average.
